Requirements Experience and Skill Set Requirements: Must Haves: Demonstrated experience as a technical design specialist expertly coordinating the design, develop and enhancement of complex large scale, high profile, high-risk technology solutions Experience utilizing cloud-based technologies including containerization, orchestration and microservices Working knowledge of standards for health care data exchange, in particular Fast Healthcare Interoperability Resources (FHIR) Experience in one or more languages: JavaScript ES6+, Spring Framework, Quarkus, Angular 9+, Angular Material, TypeScript, Node.JS, HTML5, CSS3 Experience working with security architects and privacy SMEs to ensure the application design and physical deployment meet the required level of security and adhere to data privacy standards Skill Set Requirements: Technical Skills: Demonstrated experience as a technical design specialist expertly coordinating the design, develop and enhancement of complex large scale, high profile, high-risk technology solutions Experience utilizing cloud-based technologies including containerization, orchestration and microservices Proven ability to lead development teams to work on the definition and design of application software, hardware and network requirements Working knowledge of standards for health care data exchange, in particular Fast Healthcare Interoperability Resources (FHIR) Experience overseeing the development of agreed-to solutions and implementation of those solutions, including designing, testing, installation and monitoring of the new systems Experience in one or more languages: JavaScript ES6+, Spring Framework, Quarkus, Angular 9+, Angular Material, TypeScript, Node.JS, HTML5, CSS3 Experience with automated build processes in the development environment through CI/CD Experience with Agile software development process and VSTS/Azure DevOPS Provide technical leadership skills with an ability to identify areas for improvement and recommend solutions Conduct performance tuning and recommend performance improvement solution Demonstrated ability to work with business analysts to translate the business requirements and functional specifications into an application design appropriate to meet the business and operational/IT needs Knowledge of best practices in design, build, development and deployment and their application to meet functional and non-functional requirements, adhering to GO-ITS standards and internal branch standards Experience working with architects providing consistent object, data model, interface and application models Experience producing low-level design/development artefacts that show sufficient detail to allow developers to code and test Experience working with infrastructure, operational, deployment and technical teams to define the physical deployment of the application Experience working with security architects and privacy SMEs to ensure the application design and physical deployment meet the required level of security and adhere to data privacy standards Demonstrated ability to work collaboratively with the architecture team to create required architectural artifacts Working knowledge and experience with the MS Office suite, Visio and SharePoint. General: Experience monitoring progress, resolving problems and reporting regularly to business and I&IT management decision makers Experience with issues and risk management practices Experience developing and providing input to overall solution objectives Knowledge and understanding of I&IT technical analysis and data analysis practices Proven troubleshooting and analytical experience Experience with privacy and security requirements of software development in a health context or equivalent. Excellent analytical, problem-solving and decision-making skills. Ability to promote OPS I&IT standards and best practices for planning, design and architecture governance. Awareness of emerging IT trends and directions and opportunities for client Communication Skills: A demonstrated team player with a track record for meeting deadlines. Demonstrated strong leadership and people management skills Demonstrated strong interpersonal, verbal and written communication, and presentation skills Demonstrated ability to apply strong listening skills to facilitate issue resolution Effective consulting skills to engage with all stakeholders with proven track record for building strong working relationships Strong interpersonal, facilitation and negotiation skills with ability to build rapport with stakeholders and drive negotiations to a successful outcome Excellent customer service skills, including tact and diplomacy to ensure client needs are managed effectively A motivated, flexible, detail-oriented and creative team player with perseverance, excellent organization and multi-tasking abilities, and a proven track record for meeting strict deadlines.
